The system isn't broken it was built this way. The system is a scam and it was built to create jobs for a select few and not to help kids or the homeless. I see a problem with Childrenès Aid Society being broken and nobody fixing it so than there are more jobs for homeless shelter staff and jails. The CAS system is broken but in their eyes its not because it created jobs for homeless shelter staff and other agencies like 138 Pears Avenue and SOY.
